When the Psalmist says, “Blessed are You, O Yahweh (Lord),” he is not saying what he stated in the first two verses of this Psalm. In verses 1 and 2, he states that the blessed walk in the way of the Lord. Here in verse 12, there is a different word translated blessed that we will look at in our word study below.
Word Study
Blessed – to bless, to speak well of, to kneel in worship.
This word was used to speak of the act of blessing someone or kneeling in worship. When the Psalmist states “Blessed are You, O Yahweh,” he is saying that it is the Lord that we worship, it is the Lord that we give praise and glory to. It is both a statement and an action that recognizes that God alone is worthy of this type of praise. The Psalmist wants to be taught the statutes of God because obeying them, is an act of worship.

Lord, you are blessed above all! Lord, I bless and praise you for who you are. Teach me Your Word! Teach me Your statutes! I want to obey Your Word as an act of worship to You. Help me walk in holiness and demonstrate Your righteousness in my life.
